A very good morning to you. It is with tremendous pleasure that I warmly welcome you to this unique Board Members' programme this morning.
Policy Governance, created by Dr. John Carver, is a groundbreaking model of governance designed to empower boards of directors to meet their obligation of accountability for the organisations they govern. The model enables the board to focus on the larger issues, to delegate with clarity, to control management's job without meddling, to rigorously evaluate the accomplishment of the organisation;
to truly lead their organisations.

I will let our speakers
elaborate further on Policy Governance. Now, with your permission, I would like to take a
few moments to introduce our speakers to you.
Dr Carver is the creator of what is widely considered the world's first (and still only)
theory of governance (referred to by Sir Adrian Cadbury as providing "a universal
definition of the difference between governance and management" and "as near a
universal theory of governance that we have"). His redesign of the governing board
task, constructed as a universally applicable paradigm, has thus far achieved greater
notice in the governmental and NGO fields, but is increasingly being recognised in its
business application. |
As a consultant, Dr Carver has worked with governance issues in North and South America, Europe, Africa, and Asia. During the past two years' intense interest in corporate governance reform, Dr Carver has spoken on the issue in Singapore, Australia, Malaysia, Canada, The Netherlands, the U.K., and in The United States.
Besides his illustrious corporate experience, Dr Carver is also an accomplished academician having authored or co-authored five books and published more than 180 articles in various journals. He is Adjunct Professor at the Schulich School of Business, York University, Toronto and Adjunct Professor in the University of Georgia Institute for Nonprofit Organisations, Athens among others.

Mrs Miriam Mayhew Carver is an internationally recognised authority on the theory and implementation of the Policy Governance Model. She has been involved in the development of the governance capacity of boards in education, health, social service, professional associations, city councils, and charitable organisations, and has written or co-authored with her colleague and husband, Dr John Carver,
two books, four monographs, and numerous articles.
In the late 1970's Mrs Carver moved to Canada to complete her Masters level studies at Wilfrid Laurier University. She has worked in management positions in health and social service organisations and was a board member of voluntary organisations.
Mrs Carver opened her international governance consulting practice in the early 1990's. She has consulted with boards of directors in the USA, Canada, Great Britain, the Netherlands, and Northern Ireland.
